While the proper steps towards who should truly be in charge of issues governing national security issues has been far from established, Defense Secretary Robert Gatesâ€™ decision to reject the said proposal that will allow governors to take control of active duty troops to respond to disasters is only normal. Taking command from authorized military and security personnel requires proper protocol and governors may not be fully aware of this as a whole.
With the various calamities that have been happening one after another, like the tornadoes that have hit Kansas, immediate response towards the security concerns and disaster coordination have been something that has taken much of the issue at hand with regards to faster action. Lives are at stake and safety as well, but even if such were granted towards the tutelage of the governors, there is no assurance that proper measures can be done nor an assurance that these can also be helpful as a whole.
